Franklin Dee Chapel, age 77, of Johnson City, passed away Saturday, February 9, 2013 in the Sycamore Shoals Hospital following an extended illness. A native of Carter County, he was a son of the late Helen Jessie Fagan Kiser. Mr. Chapel was a U. S. Marine Corp veteran having served during the Korean Conflict. He was a member and past commander of the VFW Post #2166, and had worked for the city of Johnson City for over 33 years. Dee attended Freedom Road Baptist Church. He found great enjoyment in spending time outdoors hunting and fishing. In addition to his mother, Mr. Chapel was preceded in death by his wife, Connie Veralee Burrow Chapel; a son, Frank D. Chapel, Jr.; a grandson, Cody Campbell; three sisters, Mary Ruth McLaughlin, Patricia Ann Ashley, and Shelby Jean Kiser; and three brothers, Lloyd Harold Kiser, William “Bill” Kiser, and Bobby Gene Kiser. He is survived by a son, Richard O’Quinn and wife, Linda, Watauga; granddaughters, Tracy Campbell, Elizabethton, and Stacy Keeling, Bristol, TN; four great-grandchildren; his loving companion, Evelyn Blevins, Elizabethton; four brothers, Larry Dean Kiser and wife, Joan, Elizabethton, Roy Lynn Kiser, Watauga, Mike Kiser and wife, Katy, Elizabethton, and Robert Kiser, Johnson City; four sisters, Betty Clark and husband, Ben, Johnson City, Kay Price and husband, Larry, Elizabethton, Karen Pearman and husband, Joe, Watauga, and Melody Grindstaff, Elizabethton; an uncle, Harlow “Bill” Fagan and wife, Carmen, Dixon, IL; and an aunt, Isabelle Puckett and husband, Clyde, Elizabethton. Many nieces and nephew also survive. The funeral service for Franklin Dee Chapel will be conducted at 8:00 P.M. Tuesday, February 12, 2013 in the Sunset Chapel of Hathaway-Percy Funeral and Cremation Services with Pastor Steve Davis officiating. The family will receive friends from 6:00 to 8:00 P.M. Tuesday in the funeral home chapel prior to the service. The graveside service will be conducted at 2:30 P.M. Wednesday, February 13, 2013 in the Happy Valley Memorial Park. Those wishing to attend the graveside are asked to meet at the funeral home at 1:30 P.M. Wednesday to travel together in procession. Military honors will be accorded by the Carter County Honor Guard. Active pallbearers will be Larry Dean Kiser, Roy Lynn Kiser, Mike Kiser, Robert Kiser, Tom McLaughlin, Seth Kiser, Danny Blevins, and Jeff Blevins. Honorary pallbearers are John Lowery, the employees of the Johnson City garage dept., the police dept., and the fire dept., and his many friends and neighbors.
