Bernice “Billie” Hart, 95, of 116 East Mill Street, Elizabethton went home to be with the Lord on Saturday, July 24, 2010 at her residence following an extended illness. She was born in Marshall, NC and lived most of her life in Carter County.  She was the daughter of the late James and Ida Bryan Payne and in addition to her parents, she was preceded in death by her husband, Frank Hart, Jr. in 1998; five brothers and four sisters.            Mrs. Hart was a graduate of the Southern Beauty School in Knoxville. She was a cosmetologist and was a member of the Tennessee Hairdresser’s Association and the National Hairdresser’s Association having served as the president of both.  She started the cosmetology school at Elizabethton High School and she owned and operated several different beauty shops in the Elizabethton area over the years.  She was a very active member of First Baptist Church in Watauga and was also a member of the Capt. Lynn H. Folsom VFW Auxiliary # 2166.            She is survived by a daughter, Anna Belle Webb of Elizabethton; two granddaughters, Glenda Kinlaw and her husband John, Friendsville, TN; Sheila Smith and her husband Steve, Gray, TN; three great-grandchildren; six great-great grandchildren; one great-great-great granddaughter; a special niece, Jane Arrowood, Asheville, NC; a special nephew, Bud Payne, Kingsport and her special friends and caregivers, Ersel Campbell, Margaret Powell and Jeanetta Webb. Several other nieces, nephews and several sisters-in-law and brothers-in-law also survive.            The family will receive friends in the Sunset Chapel of Hathaway-Percy Funeral Home on Tuesday, July 27, 2010 from 1:00- 2:00 PM. Friends may also call at the funeral home between the hours of 9:00 AM and 1:00 PM at their convenience.  The funeral service for Mrs. Hart will be conducted  Tuesday, July 27, 2010 at 2:00 PM in the Sunset Chapel with Rev. Art Webb and Rev. Randy Lester officiating.  Music will be under the direction of her great-niece, Janice Manning and her great-nephew, Cecil Arrowood. Interment will follow the funeral service in Happy Valley Memorial Park. Active pallbearers will be selected from family and friends.  Honorary pallbearers will be Rev. Haskell Ingram, J.C.
